CNN —FIFA, soccer’s world governing body, has banned Luis Rubiales – the former president of the Spanish Football Association (RFEF) – from all football-related activities for three years over his unwanted kiss on Spain’s Women’s World Cup-winning star player Jennifer Hermoso. In a statement released on Monday, FIFA said Rubiales’ actions during the medal ceremony at the Women’s World Cup final in August was in breach of article 13 of its disciplinary code. FIFA said the decision remained subject to a possible appeal before the FIFA Appeal Committee. The fallout over Rubiales’ behaviour triggered a crisis in Spanish soccer and sparked condemnation in Spain and across the world. Following weeks of fierce criticism, Rubiales resigned last month as the country’s soccer president.

BARCELONA, May 14 (Reuters) - Barcelona may have won the LaLiga title on Sunday, but their outstanding domestic campaign has been somewhat overshadowed by turmoil off the pitch including deepening financial problems and a refereeing scandal that could drag on for years. Spanish prosecutors in March filed a complaint over alleged payments Barcelona made from 2001 to 2018 totalling 7.3 million euros ($8 million) to firms owned by former refereeing official Jose Maria Enriquez Negreira. A Barcelona court has agreed to take on the case. Also in March, European soccer's governing body UEFA opened its own formal investigation into the club, looking into the same payments. "I cannot comment directly on this for two reasons," Ceferin told Slovenian newspaper Ekipe SN in an interview published on Monday. So serious that it is, in my opinion, one of the most serious (ones) in football since I have been involved in it." In a statement in February the club denied any wrongdoing, saying it had paid an external consultant who supplied it with technical reports related to professional refereeing, which it claimed was a common practice among professional football clubs.
Feb 17 (Reuters) - LaLiga President Javier Tebas said it would be too late for the league to sanction Barcelona over payments made to a company owned by a high-ranking official of Spain's refereeing body, though it may be possible on a "criminal level". Spanish prosecutors said they are investigating around 1.4 million euros ($1.49 million) in payments made by Barcelona. The club have said they "hired the services of an external consultant" that supplied them with "technical reports related to professional refereeing". "It won't be possible for Barcelona to receive disciplinary sanctions," he said. "Five years have gone by and (the period to hand out) these types of sanctions expires after three years.
Feb 16 (Reuters) - Spanish prosecutors are investigating around 1.4 million euros ($1.50 million) in payments soccer giants Barcelona had made over three years to a company owned by a high-ranking official of Spain's refereeing body, the club said, confirming an earlier media report. Spanish radio Cadena SER said on Wednesday that the soccer club made the payments between 2016 and 2018 to a company of Jose Maria Enríquez Negreira, who was at the time vice-president of a refereeing committee of the Spanish football association. It said the consultant also provided, in video format, reports about youth players from other Spanish clubs. According to Spanish media reports, prosecutors launched the probe in 2022 after a tax office inspection of a company owned by Enriquez Negreira, found no record or services provided to Barcelona in return for 1.4 million euros in payments. Cadena SER quoted Enriquez Negreira as saying that his advice was verbal and included players' interactions with referees and that he denied ever favouring Barcelona in any refereeing decisions or disputes.
